Acting under the direction of the Prime Consultant, RTC developed “bundled” and “unbundled” rate structures for the various CPP rate classifications.

RTC initially benchmarked operating costs and after the initial cost-of-service results were completed, RTC provided CPP cost-of-service analyses. The Team and CPP mutually-agreed to the rate class adjustments and the Team developed one set of  “bundled” and one set of “unbundled” rate structures for the various rate classes as identified by CPP. 


The Team provided bill comparisons of the proposed “bundled” and “unbundled” rates versus the present rates for a typical range of usage in each rate class and provided bill comparisons of CPP’s proposed “bundled” and “unbundled” rates versus competitor’s “bundled” and “unbundled” rates.
