Ralph S. Tyler

Chairman of the Board

Ralph S. Tyler, son of founder Ralph C. Tyler, P.E., P.S., serves as Chairman of the Board and Managing Director of Ralph Tyler Companies.  With a B.A. from Ohio State University and a J.D. from Case Western Reserve University, Tyler is an experienced business executive who focuses on business development and operations management for the firm. His background of achievement in business, civic, legal, and political leadership along with the fundamental values embodied by his father, uniquely positions him to lead Ralph Tyler Companies.

E. Louis Overstreet, P.E.

Managing Principal

 Mr. Overstreet has over four decades of senior management, supervisory and staff experience in project planning, engineering design, construction development, and facilities management in private and public sector positions.

Rory O. Turner, RA

Senior Vice President

Mr. Turner is an Architect and Construction Manager with thirty-three years of experience in marketing, designing, developing project plans, analyzing construction budgets, plans and schedules, qualifying contractors, developing cash flow projections and managing construction projects.  His extensive experience includes Master Planning, Criminal Justice Planning, Retail Design, Public Housing, and Owner’s Representative for a large urban school district.

Geoffrey Michael Varga, AIA

Architecture

Mr. Varga has over thirty-five years of professional architectural experience for a wide variety of corporate, institutional and commercial building projects. His professional resume includes departmental and project manager, project architect, and project designer for architectural projects ranging from $500,000 to $90 million in the public and private sectors.  Mr. Varga’s responsibilities at RTC also involve developing and maintaining project organization and delivery standards including the integration of computers, electronic technology, CAD and specification systems.

Hugh Blocksidge, P.E.

Environmental Engineering

Mr. Blocksidge is a project manager with more than 30 years of experience in the planning, design, and construction of water pollution control, wastewater, and water conveyance facilities. He has been involved in infiltration/inflow, SSES, and CSO studies; sewer and water system design, including conveyance tunnels; rehabilitation of collection systems; residual solids management studies; wastewater treatment plant facilities design; and quality and quantity monitoring in streams and sewers. In the area of collection system studies, Mr. Blocksidge has managed large multi-consultant projects.

Ru-Fang Chiang, CPA, Ph.D, MBA, PMP

Comptroller

Dr. Chiang has over 20 years of experience in accounting and management and has demonstrated planning, forecasting and management abilities in diverse economic conditions. Dr. Chiang is also a successful small business owner and consultant. She is now a senior manager of our professional Engineering and Architectural firm.

Teena Schwind

Manager, Operations and Human Resources

Mrs. Schwind has over 35 years of experience as an Executive Assistant and Manager.  She is responsible for the operations of the office, company policy and the Human Resource Department.  She also assists the Chairman and the COO in their planning  and operating functions.
